You've based this on video of one man? I'm Canadian, and I can assure you that there were various Canadian dialects and accents even back in the 1800s, and there were even more in the United States. Our first prime minister had a very heavy Scottish accent. Several have had French and English accents. You should do a bit of homework before making such claims. You might actually learn something instead of making yourself out to be a fool.

Canadians are different all across the board…people from the Bruce Peninsula, about 100 miles from me, have a distinct dialect.

In the case of Roosevelt and Hepburn, I think its more just a legacy of an older education system that placed importance on having Received Pronunciation which all but stopped after World War Two in the states. Even in the UK, older RP sounds very different to younger people who have been educated in the same schools because pronunciation is not really taught in the same way as both. Instead people are actually allowed to have their local accents. The video I posted above from Australia really brings that home, where most of the adults have horrible posh English accents.
Telstra for goodness sake read people's replies. It's already been discussed as to why the accents have an "English" gentrified slant. Both JohnnyAnger and Dejavudoo have answered you, yet your ignoring them and continuing to ask why like a toddler.
I think there is one thing you are ignoring and that is the screen directors of the time. Hollywood, not the educational system promoted these types accents for uniformity's sake. UK comparisons are irrelevant since it's a screen dictate from Fox and other studios in USA. Screen Gems also with obvious exception of the three stooges. But even there it crept in....
^Ah great point...the influence may have been coming from what was there before Hollywood existed. Perhaps Emily Post??? This is pretty Arcane stuff though in early Hollywood there were several disparate influences and one cannot say they were all rooted in traditional elocution.

^Actually it comes off as uppity to me and a bit smarmy as well. But it isn't an English accent at least according to me. faux-sophistry perhaps?? NPR is corrupt as hell though and truth be known is a low grade criminal organization.
If there are no radio, TV, movies, sound recordings, phones ... etc,

I was born in Brooklyn New York. Although I do not have one of those strong NYC accents I assure you each part of the states has one. A linguist at college told me the place with the least accent was on the Border with Canada near Toronto. I just know in New York people still say things like Jogeat no Juu (Joe did you eat no did you) Or turdy terd and terd (33rd and 3rd). While mine is not as heavy I live in London now here 12 years and people say New York right? Grin
