He makes melodious sounds in pitch. Whether you like his voice or not, he's doing the very definition of the word sing. When a bunch of guys get on a field and toss around pigskin, nobody argues whether they're playing football or not. Even if they're not good, even if you don't like their playing style, they're still doing the act.

If you really want to get technical. I wasn't looking for definitions. Not everyone has to be technical to cater to you. When another person says "so and so can't sing" I usually take it at face value as "that person sounds terrible when they sing." If someone doesn't like a person's voice, it is usually expressed that they cannot sing. Pretty much anyone can make a sound with their voice. Not everyone sounds good. And he's one of them. Therefore. He can't sing WELL. Happy?...
