Extremely slow downloads/ unwatchable streams

I can only download at 24-35 KB/sec for all of the day/night except for the wee hours of the morning. This means it would take several hours to download a clip and also makes streaming impossible. Several attempts at contacting "support" has resulted in nothing but stock "we're working on it" replies for three consecutive weeks.
