Umm. Unless my eyes deceive me, that is Canada's Parliament Buildings in Ottawa. Of course, it's been many years since I've been there and they may have redecorated.

Every time the Conservatives come into power, they crap out. Then they go about creating a new Conservative Party and try again. They haven't found one that works yet.
