Did Biden Offer the Best Solution for Iraqi Governance?

Does anyone else remember Joe Biden’s proposal to split Iraq’s governance into semi-autonomous regions according to ethno-religious affiliations, while limiting the central government to matters of common interest, such as border defense, foreign affairs, and oil revenues?

Was Joe Biden right? (Politico; June 13, 2014)

Biden was wrong because the only way Iraq can be partitioned is the way they are doing it now. – Tom Ricks

I remember it because it was fairly close to what I was saying anyway.

I consider an actual partitioning to form an independent Kurdistan a better start, but it would rob Iraq of a three-way "balance" -- not that triumvirates have worked out well, historically.

Biden's plan wasn't considered because everyone was locked into a certain image of a democratic Iraq. But it's a lot closer to what that tribal society needs than what we handed them.

I find it ironic that the very factor that continues to keep the "experts" incapable of dealing with the situation there is one that the US could desperately use a dose of -- we see ourselves as a nation in the US, but we've lost the tribal virtue of insisting that the people take care of their own.

"Thirty-one* states allow all qualified citizens to carry concealed weapons. In those states, homosexuals should embark on organized efforts to become comfortable with guns, learn to use them safely and carry them. They should set up Pink Pistols task forces, sponsor shooting courses and help homosexuals get licensed to carry. And they should do it in a way that gets as much publicity as possible. "

The best solution would brave been to drone the bastards back when all they had in Iraq were training camps.

A major problem is that the Sunni areas have little oil, while the Kurds and Shiits do have oil.

There is no good solution for Iraq.

A federation of provinces with a parliamentary system of federal governance sounds like it would be a good idea...but the fact is that the tribal history of the Iraqi people would have resulted in a religion fueled bloodbath eventually. Saudi Arabia, Russia, Iran, Turkey and Syria as well as OPEC countries generally all have much to fear and much to gain by instability in Iraq.

I kind of like the comment made by another JUBBER yesterday, I believe when paraphrasing a brother:

Build a wall around Iraq (and more?), and toss weapons and ammo in until there is silence.

That is the closest we will get to a peaceful solution.

The whole Middle East, he said. I suspect he'd say the same about central Africa, these days.

They have to either shoot it out until there's no one left, or get tired of shooting and learn to get along.

The Kurds are friendly to us, and are not Arabs. A partial solution is to help them achieve independence from Iraq and Syria with enough arms to defend themselves.

IIRC Turkey is signatory to an agreement promising the Kurds a free and independent Kurdistan. It would be fun to watch them squirm....
