All non-U.S. citizens driving in Florida had a scare thanks to Florida lawmakers with their heads up their asses.

The law that came into effect on Jan. 1 requires all foreign drivers, except professional truckers, to have international driver's licences.

The chaos that ensued when this was publicized yesterday forced Florida to say the law won't be enforced. Further, the Department of Highway Safety and Motor Vehicles learned such a law likely the violates Geneva Convention on Road Traffic.

And perhaps Florida was shown a map showing there's another county north of it, too, from which at least three million people visited last year, very few of whom speak Spanish.

Not enforcing the law doesn't mean it isn't against the law to cross into Florida without an international driver's licence. Probably it's aimed at illegal immigrants.

IDLs are just translations of your regular drivers license. They're supposed to help people understand what you can and cant do because things can get lost in translation for different languages, unfamiliar formats, different codes. You can't get one without having a government issued DL. The "authority" to issue them is delegated to national auto clubs usually.

The licenses sold by AAA and AATCNAC are not "issued" by them. They are issued by the United States federal government, with AAA and AATCNAC acting as authorized agents. These are perfectly valid driver's licenses, recognized under international treaty.

I have purchased such licenses on several occasions, when I have traveled overseas. I'm a little surprised that American cops don't know about this.

In the United States, the Department of State has authorized two private entities, the American Automobile Association and the American Automobile Touring Alliance's National Automobile Club (http://www.nationalautoclub.com) as the only entities in the United States to issue IDPs. They advise against purchasing IDPs from unauthorized outlets, as these are sometimes fraudulent.

There were massively long lineups at CAA offices where the licences are sold for $25 each. They'll be as long tomorrow, likely.

Whether the highway patrol enforces the law or not, no one knows whether all state police forces will.

The chief fear is going to jail and/or denial of car-insurance coverage.

Some poor slob is in an accident, the car is a write-off but the insurance claim is rejected because the driver's licence isn't valid (in Florida only), a hospital presents a bill for $2.5 million but the health-insurance company denies the claim because the motorist was breaking the law, the other driver, who ran a red light, is dead and the poor bugger who's behind bars is handed papers from the dead person's family that's suing for $20 million because Florida says the inmate is a criminal.

USA (Florida) compulsory IDP – 1 January 2013

A law introduced in Florida, USA, on 1 January 2013 requires all persons who hold a licence issued outside of the US to carry an International Driving Permit along with their national driving licence.

Without an IDP, a driver is therefore driving without a valid licence. If stopped, law enforcement has the options of:

I have traveled in MANY countries and driven in many as well. While not required it is precedent that makes international law and most people get IDL's and many countries require you posses driving privilege in your own nation. For fucks sake how is this an issue?

Florida is the most backwards state with their current administration. Their desire and drive to do whatever it takes to ensure that their state remains as pure as can be puts them in these awkward situations where they pass laws they can't even enforce. I would tell any state looking for ways to better their state only need to look to Florida and do the exact opposite.
