I don't really keep up with the features of newer gaming consoles, but I'm relatively sure the PS Vita does have motion control. That said, the way he's moving the console in the ad appears to be more an emulation of gun recoil for visual effect. They're simply trying to create the illusion of engrossment or immersion. There's no conceivable way that jerking the console back and forth in that way could result in favourable movement in-game.
I imagine in reality most people would be utilising the dual sticks to play FPS games, as they do on the 360 or the PS3. Any sort of motion control in a shooter would be markedly awkward, not to mention inefficient.

There is motion censor on the console, although it is not necessarily needed for all games. More for the gaming experience, actually.

I think it was intended for the viewer to pay attention to his screen and not necessarily his thumbs.
