I'm bringing this to any Texans on the forum that would be interested. It appears to be connected with the Affordable Care Act. If you google forabettertexas.org there are quite a lot of links that look good to me.

A More Affordable Option for Texans with Pre-Existing Conditions in 2014

The Texas Health Insurance Pool (THIP) insures more than 23,000 Texans with pre-existing health conditions. Beginning in 2014, THIP enrollees will be able to buy coverage in the Affordable Care Act’s Health Insurance Exchange and will no longer be denied insurance or charged more based on their health status. To obtain a snapshot of cost differences between THIP and the exchange, this policy brief compares premiums, deductibles, and out-of-pocket maximum costs for an average THIP enrollee at various income levels and finds that the exchange will provide many current THIP enrollees with significantly more affordable insurance options. In fact, lower-income Texans will likely save thousands of dollars annually. This brief outlines the steps needed to transition enrollees from THIP to the Health Insurance Exchange in 2014.

Is does and because it does existing pools are now doing this magical thing called market competition for the business of those folks who are uninsured due to prexisting conditions. Isn't capitalism grand when coupled with responsible policy?

Why not make it happen now and not in 2014 when it becomes a law? Doesn't make any sense.

There is no competition and all aspects of the law are not in effect so any entity 'making it happen now" because they are going to do it later would be offering services at a cost to themselves versus competing with all other insurers and thereby driving cost lower.

Isnt it pretty neat though? You failed to praise the existing law that makes it possible for people who once had no hope and yet had the greatest medical need to now once again have coverage.

I personally think the republicans are doing Obama a huge favor by refusing to set up exchanges in 34 states. That means that 34 will have the exact same policies and set up and will allow the preponderance of federal programs to drive policy in the nation. It will also allow for clear metrics of what works and what doesn't because there is the common denominator of identical federal systems. I imagine it will in short order out perform all the other exchanges setup. Then more states will adopt the federal policy and in the end of ten years we will be demanding a single payer system.
