Hypothetical: A person meets someone online, both are sexually available, and they make arrangements to meet in person for sexual purposes. The most logical thing to do would be to use a condom, let's just get that out of the way. Surely there are other precautions to take.
Is there any way to confirm the whether one has an STD?

Yeah, don't fuck a stranger. Get to know the person, their reliability, their health history. Being willing to fuck a complete stranger sets the bar very low for self protection and avoidance of disease. It's like asking "how should I know who to invest $50 000 dollars with based on their kijiji ad." Except of course it's your life.
