It depends on the card and the use of it. It is illegai to fake a government or state issued ID. It is not illegal to fake a privatly issed card, such a club membership card. But, it will be illegal to use a fake private card to obtain a monetary benefit to wich you are not entitled-- or other fraud.

It is a felony to falsify any US government documentation. I had a friend who had a fake ID in college and she almost got expelled over it. In lieu of 6 months jail time, she paid (well, her parents) the $20k fine. She also lost her license privileges for 1 year. In Boston, especially with so many college students, they all black light scan each ID at bars regardless of age.

the good news is that the website linked by the OP doesn't appear to be selling fake ID's.

the bad news... they don't appear to be selling anything. buyers send them cash/money orders (they don't accept credit cards or anything else where you could dispute a payment like Paypal) and get nothing in return:
