Absolutely. And it isn't only Eastern European sites, there is just SO much out there, how can you possibly verify it all? I'm comfortable with my personal standard, which is that a guy be sexually mature, but I understand that the folks who run a site may need more.
But now (I'm asking the moderators), for someone who comes across images online of young but obviously grown guys and wants to share them, what should they be doing to avoid running afoul of posting rules? I mean, there IS a whole segment of the porn industry that deals with young appearing but legal models, so there is a lot out there. We obviously can't go running down everyone's ID as individual posters.
When it comes to this subject, it's like Potter Stewart said, I can't define it, but I know it when I see it. Although some of the guys in the thread were heartbreakingly young in appearance, there were none that were children or who even looked like they could be, they were all obviously well-developed sexually despite the boyish faces on some.
I'm asking because I might want to share images that I run across, and don't want to get into difficulties, and I'm sure there are other posters with the same concern.

Perhaps my memory is failing, but i recall seeing an increasing number of what looked like pre-pubescent boys. Perhaps they were young teenagers, but their hairless bodies with no discernible musculature was disturbing. And they were as appealing to me as 11-year old girls with penises.

No, there were no prepubescent guys on the thread, that would be an instant turn-off, not to mention incredibly illegal.
There WERE guys who looked young, and if some of the images came out of Eastern Europe it is possible that some of them were not exactly of legal age, so I understand JUB wanting to check into things in order to insure compliance. I DO hope that most of the images will be eventually restored.
I had made the comment about pedophilia vs. pederasty because a lot of people don't realize that there IS a difference. Pedophilia is the sexual attraction to children, it is wrong and illegal. But there are people, both gay and straight, who are attracted to young, but sexually mature people. It isn't so much the numerical age where the line is drawn, but the physical maturity. However, under law there must be a number in order for the laws to be consistent, it is generally 18.
Someone who likes the young look isn't a pedophile, as distasteful as it may be to some, it is not in the category of pedophilia, anymore than a 50 year old guy who marries a 20 year old woman is a pedophile. There may be a lot of things you'd want to call him, but pedophile wouldn't be appropriate.
But, whatever age the young men in this thread actually are, they were all sexually mature, there were no prebuescent boys pictured.

I was the same way, and happen to be European. At 21 I looked like a 16 year old emo boy. I hated it back then because I "developed" slower than everyone around me. But it serves me pretty well NOW. I hope the moderator will delete anything deemed unacceptable.......... apart from that I think all people can do is either A: not post, or B: only post things from known sources & sites with the correct legal disclaimers............... I mean I get your point, if a site claims all models are 18+ then how are we to actually know if they are following the rules or not??

Some of the eastern euro sites are well known and have been around for years, which I assume means they would have been pulled by now if they were not following the rules. however some of them pop up out of nowhere offering borderline content and then disappear again, also what is worse a lot of the models don't really appear to be enjoying what they are doing either.

For me you can often times spot the difference between a guy who is 18/19/20 but looks younger and a guy who is actually under 18.... and what site the picture comes from is usually a good guide too.

This is pretty much how I am.

As for knowing what to post, a general rule that works for most things is 'If in doubt, don't do it'. Everyone has been really good at 'self-policing' this new thread so far. There's been a couple of images that I've removed, but that's more down to my knowledge than it is about people posting dubious images.

As companies have cracked down on copyrighted material over the years, more and more images are being posted on the net that have had the watermarks/logos removed, so even with a definitive list of 'banned' sites, if an image is without a watermark/logo, how are members expected to know if it's okay to post it or not??? Well, this is where Rule 2 of the Code of Conduct is going to come into play in a major way. Quite simply, if there is any doubt about whether the model looks 18 or not, then don't post it - regardless of which site it comes from!

Most sites have a 'look' and this is how I associate certain images to a particular site / photographer - even if a watermark/logo is missing. There are some sites that are on our censored words list too - which means I can't even tell you what they are as they will appear as **********.com, however, I'm waiting for these to be 'de-censored' so they can appear in the Prohibited List.

I'll keep you updated as I progress, but in the meantime....
