I remember reading about the Eulenburg scandal as a student at university. It seems that people as high up as a third cousin of the Kaiser, Prince Friedrich-Heinrich. In thosedays, even a third cousin Prince of Prussia was considered a member (albeit collateral) of the Imperial Family, and so would have been highly embarrassing for Kaiser Willy. Apparently it was the Prince's refusal to be initiated into the Order of the Knights of St. John and Eulenburg's willingness to return from Switzerland to do just that which made the entire affair boil over. Everyone was willing to cover it up until Eulenburg decided that discretion and valour weren't worth the pretty collar of St. John.
